Job Description: Senior Financial Management Officer

CGI Federal is seeking a Senior Financial Management Officer to work at Camp Arifjan Kuwait and other areas within the CENTCOM AOR, in support of USARCENT G8.  

Principle Duties and Responsibilities:
- Serve as the Contractor's central point of contact with the Government and shall be authorized to direct performance of all work under the contract.
- Possess extensive financial management experience, commensurate with Senior Financial Management Officers and have completed requirements for contract management certification.
- Possess knowledge of all regulatory and contractual policies, procedures, and documentation relative to or required by the PWS, and shall be responsible for enforcement of all contractual obligations as directed by the contract, the PWS, and ACO.
- Provide COR and Functional Representative with the Monthly Status Reports and documentation status.
- Provide thorough accounting support of USARCENT, deployed enduring sites, and deployed contingency locations.
- Collect USARCENT's financial transactions to reconcile the accounts, including Non Stock Fund Orders and Payables (NSFOP), Undelivered Orders (UDOs), Unliquidated Obligations (ULOs), Negative Unliquidated Obligations (NULOs), unmatched disbursements, and mismatched disbursements. Information on financial transactions from this objective will be used to support the development of in-theater cost estimates and models.
- Provide program execution improvements throughout USARCENT by standardizing Account Processing Codes (APC), Army Management Structure Codes (AMSCOs), Service Based Costing (SBC) Codes, Common Levels of Support Codes (CLS), and Service Support Program Codes (SSPs).
- Perform liaison duties with USARCENT and deployed locations.
- Review and assess USARCENT's processes for monitoring the execution of contracts, delivery orders, including Logistics Civil Augmentation Program (LOGCAP), and their process for ensuring the financial transactions associated with USARCENT's contracts and task orders are recorded accurately and expeditiously.
- Perform financial analysis and make recommendations to COR and Functional Representatives.
- Construct, maintain and forecast internal contract budget and provide monthly/quarterly status reports to corporate office.
- Serve as task order Project Manager, supervising Stanley Associates personnel as well as sub-contractor personnel.
- Act as site lead and liaison between corporate office and U.S. government personnel on the ground.
- Conduct performance reviews of Stanley Associates subordinates, provide transportation for incoming employees and coordinate life support activity for Stanley Associates employees.
- Compile and provide corporate office with monthly dashboard reviews, detailing personnel/contract activity.
Familiarity and subject matter expert knowledge of: Procure-to-Pay Systems, Standard Army Finance System(STANFINS), Resource Management Team(RMT), Wide Area Workflow (WAWF), Standard Electronic Document Management (EDM), Deployable Disbursing System (DDS), International Treasury Services (ITS), Standard Procurement System (SPS), Commercial Accounts Payment System-Clipper (CAPS-C), RMT, ODS, Defense Travel System, Cashlink, PCC, EFT, Eagle Cash Card, Corporate Electronic Document Management System (CEDMS), Corps of Engineers Financial Management System (CEFMS), Army Materiel Command Automated Time, Attendance and Production System (ATAAPS), Work Mapping Tool (WMT), FM&C

Required Knowledge, Skills and Abilities:
- Must be drug free.
- Must possess active Secret clearance.
- Must be a U.S. citizen.
- Medically fit to deploy overseas.
- 5-10 years of experience 5-10 years of experience using STANFINs and ODS as well as a working knowledge of RMT FM&C.
- DoD cost analyst, budgeting and forecasting experience.
- Must be able to read, write, speak and understand English.
- Must possess valid U.S. Passport.
- Must possess active Secret level clearance.
- Experience with General Fund Enterprise Business System (GFEBS) highly desired.
- DFAS or Army Headquarters Level accounting experience highly desired.

Additional Requirements:
- Ability to successfully complete the CGI Federal Background Investigation to include; 50 State Criminal, Education and Employment; Additionally, your ability to successfully complete a Credit and/or Driving Records Checks may be conducted if required by the contract for continued employment.
- Possession of a SECRET security clearance is required to begin employment; Ability to maintain a SECRET security clearance is required for continued employment; US Citizenship is required.
- Ability to successfully pass a drug screening test prior to hiring and continue to pass random drug screening tests annually.
- Ability to travel up to 25% or less.
- Possesses knowledge of US Army logistical policies, regulations and operations.

Physical Demands:
Certain operations may require the individual to lift and move computer and other equipment of approximately 50 lbs in weight, as well as being able to push a wheeled dolly with multiple computer systems loaded. The individual must be able to perform duties in extreme weather (dusty, arid, high and low temperature). Travel may also be required to support contingency military operations in remote/austere physical environments. Position may require bending, kneeling, or crawling to get to cables under and behind furniture.
The individual is required to be in good health and be able to pass medical examinations as dictated by the U.S. Army.

Work Environment:
Work environment is typically indoors in an office environment. However, some outdoor work may be required in austere conditions (dusty, extreme heat or cold). Certain operations may require 24 hour support. Accordingly, individuals may be assigned to work during non-routine shifts, and long hours and other duties as required.
